Does Mandatory Calorie Labeling on Menus Reduce Calorie Intake?

Can adding calorie counts to restaurant menus help people make healthier choices? A new study from the University of Liverpool suggests that mandatory calorie labeling may not significantly impact calorie consumption. Despite increased awareness, the actual number of calories purchased or consumed did not meaningfully decrease1.

The Study: Calorie Labeling in England

In April 2022, England introduced a policy requiring food establishments with over 250 employees to display calorie information on their menus. This initiative aimed to tackle rising obesity rates by reducing calorie consumption at restaurants, cafes, and fast-food outlets.

To evaluate the policy’s effectiveness, researchers conducted surveys at 330 food establishments across England both before and after the mandate:

  • Pre-mandate (Aug–Dec 2021): 3,308 participants provided data on their calorie awareness, purchase habits, and consumption.
  • Post-mandate (Aug–Dec 2022): 3,270 participants were surveyed at the same locations.

Key Findings

  1. Increased Awareness:
    • Awareness of calorie labeling increased from 16.5% before the policy to 31.8% after implementation.
  2. Minimal Behavior Change:
    • Only 22% of participants said they used calorie information when selecting food.
    • Calorie consumption showed no significant decrease after labeling became mandatory.
  3. Demographic Differences:
    • Awareness and use of calorie labels were higher among women, older adults, and individuals with higher socioeconomic status.

Limitations of the Study

The researchers noted that several factors might have influenced the results:

  • Self-reported Data: The study relied on participants’ accounts, which may not accurately reflect actual behavior.
  • Pandemic Timing: Initial surveys were conducted shortly after COVID-19 restrictions were lifted, potentially impacting dining habits and study outcomes.

Recommendations for Improvement

To make calorie labeling more effective, co-author Professor Eric Robinson suggests combining strategies, such as:

  • Improved Compliance: Ensuring businesses adhere to calorie labeling regulations.
  • Clearer Labeling: Making calorie information more prominent and easy to understand.
  • Public Education: Raising awareness about calorie consumption and its impact on health.
